The ranking of undergraduate university [duplicate]

A friend of mine did his undergraduate studies in the University of Western Sydney in Australia. This university is only 25 years old and is ranked in the top 100 universities under the age of 50 (that is what I am told). He now wants to apply for a phd in electrical engineering in the top 10 universities in the world. Does the rank of his undergraduate university effect his chances of getting an offer for graduate studies?
