How to best answer the question: "Please provide us your personal statement why you think you deserve the XXX scholarship "

What would be the best way to answer this question? I should write a 500 essay that explains why I should be awarded a certain scholarship. Is it similar to the statement of purpose where I talk about my qualifications and educational plans and how they match the institution plans or something else ?
