Chance at a European Grad School?

I am a student at an American university, and I am considering graduate school somewhere in Europe. I have a GPA of 3.2 and I am a political science major. I know this is fairly low. One semester I did really awfully, aside from that I have mostly A's and some B's. I was wondering how difficult it is to get accepted in grad programs in Europe? Specifically I was looking at the University of Barcelona, but I am really open to anywhere, as I am just looking for a new place to experience. Thanks!
