I want to get PhD in finance and need an online programm

I want to continue studying and get PhD in finance. As I live in Georgia (Europe) and don't want to continue education here, I decided to find some online programs. I can't attend any foreign universities (I'm working in Georgia), and also need a scholarship to fund my PhD. Need an advice about programs and funding sources. I'm not familiar with processes of finding scholarship and anything will be helpful, such as online links.
