Giving out false hope?

I met with the course leader for the masters course I am interested in. He mentioned that he does not look at applications and that is the job of the admissions tutor. However if there is something they are unsure about, he looks at the applications.

I told him about my grades, modules and university I was currently at. I then asked him about my suitability and he said that there is no reason why they will not be able to make me an offer if I get the entry requirements. He said that I should be ok.

I was wondering, is there a genuinely serious chance of me getting an offer or is this false hope? Can he be absolutely sure?
