Access to U.S. top graduate schools from Europe?

Is it easy to access to top graduate programs, in the field of Economics and Finance, from an undergraduate university in Europe?

I have to choose from a medium-ranked college in the U.S. and one in Europe. I am an European citizen, so the second choice would result much cheaper: 50k USD vs. 15k €. Since I have not been able to be admitted from a top U.S. university, I thought that maybe I could save the money by attending undergrad in Europe, and then come back to pursue an MBA or PhD in the United States.
