Is student protestation a disciplinary action?

I was thinking that students have right (for the tuition fee they are paying or the scholarship earned) to get satisfied by the quality of education. From the answers to this question, I learned that students dissatisfaction is not an official obligation for the university.

This created another question for me: What is the official right of students to protect? For example, if they are not satisfied with a professor, all can drop that course. Then, does the university have the obligation to offer the course with another professor, or it is a disciplinary action for the students' conspiracy?
