Get a Msc in a one of the top 10 universities (QS ranking) or PhD in one of the 51-100 universities (QS ranking)?

For Msc I need to pay full-tuition, where for PhD I wouldn't need to pay a dime instead getting monthly salary.. Which one is worth it ?
