After getting a PhD at a low-ranked university, would it be harder to get a job at a high-ranked university?

In more detail, let's say I get a PhD degree at a university which is ranked 51-100, according to QS ranking system. Is it possible for me to get a job at higher ranked university, like 1-50 ? Let's say without extraordinary publication record, which I believe the answer would be possible..
