To decide between two different PhD offers in two different countries

I have graduated from a German University this year and currently living in Germany. I have got two different PhD offers and I cannot make up my mind which one to accept. Can any of you please give me some advice and suggestions based on your experiences. Below is the comparison I did based on some of the factors important to me.

Position 1. A University in New Zealand, position is funded by another Research institute (stipend) - Monthly stipend of 1936$ not liable to taxes, for 3 and a half years. - Enrollment at the University as PhD student but Work based in the Research institute. - Interesting topic. - My partner will accompany me, as he is excited to go to NZ and he thinks there are more job chances due to his Knowledge of English. - Lower living cost. - Not high reputed University.

Position 2. PhD position at University of Copenhagen, Denmark (University employee) - Funding of 2630$ per month after taxes. - Enrollment and work at the University. - High reputed University - Interesting topic. - Higher living cost. - My partner will not accompany me as he thinks Denmark is not that different than Germany and he will have less chances to get a job as he need to learn Danish.

Please let me know your suggestions and knowledge what you experience. It will be a big help in deciding. Thanks alot
