the best journal to publish my paper? [on hold]

I'm a phd student, firstly I participated in a ieee conference but still my paper not published, so my first question is how much time take a paper to be viewed in ieee site after acceptance. My second question, I hope to publish my next paper in an international journal but really I have no idea how to choose the best one of my research, I'm working on renewable energy area? Also I hope to help me to know the price of every journal or for example elsevier?
