How much the student evaluation of professor is serious?

If ALL students give negative evaluation for a professor, how much is it serious?

Does the department/university stop giving him new courses? or it is just for the records?

I understand that student evaluation of professor should not be a leverage against the professor, but when ALL students complain, something is seriously wrong.
