University of non English speaking country to give admission by considering GRE score but dont want TOEFL or IELTS

I am from India with Masters degree in math.I want to do phd outside india.

Is there any University of non English speaking country to give admission by considering GRE score but dont want TOEFL or IELTS. My medium of instruction in B.SC. and M.Sc. (3+2 yr) English.
