how to pursue MS in computer science from one of the top 30 universities in the world?

QUESTION 1- I am planning to pursue MS from one of the top 30 university in the world but i have some confusion due to my graduation % which is 70, not from a recognized university. -i am planning to apply for MS in 2016. -Currently working in a top 5 IT Indian MNC as a software Engineer. -My overall academic % is 70 till graduation. what are my chances to get it?

QUESTION 2- How much online certification courses like from edx,coursera would be helpful to put some weight on my profile??
