Patents and papers out of my field of research

I am a Ph.D. candidate and my field of research is digital signal processing. But, from a lot of years I have two ideas:

1. A new technique useful in the biomedical field.


2. A paper or, better, an improvement of an unit of measure in physic.

This two things are completely off topic in my field of research.

The question is: there are ways for publishing, patenting in other topics?
