is this a predatory conference and how to detect it?

I have been across this CS conference: http://ift.tt/1CvDyS0 that I never heard of, but it says that:

"Accepted and presented papers will be submitted to WIT Transactions on Information and Communication Technologies (ISSN: 1743-3517). Papers published by WIT Press are referenced by Scopus, Crossref, ProQuest and other notable index and referencing databases."

I have tried to check up some of the papers published there, but none of them are published freely; I mean not even draft versions of the papers. I have checked up lots of them and no luck at all.

Even though it appears in Scimago: http://ift.tt/1DUhwdu , but I was wondering if it could be some sort of predatory conference.

Anyone could give me references about this conferences and how to recognize predatory ones?
