is it possible to apply for a phD program in chemical (or biochemical) engineering having a phD in neuroscience

I have a phD in neuroscience and I would be interested in looking for another pHD program in chemical (or biochemical) engineering. I was wondering which kind of requirements are necessary for a neuroscientist to be eligible for a chemical engineering program in USA, Europe and Australasia.
