Is a 3 year degree considered as a diploma

I am from Sri Lanka. Our state universities offer 3 years and 4 years degree I have followed a 3 year degree in IT. One of my colleague said this 3 year degree is considered as a diploma in foreign countries. Is that so? If yes, how can I make it equivalent to a degree. Please help.
