A quick and dirty heuristic for checking for double submissions and plagiarism is to "google" the publication title. My question is whether there is an attempt by Google or others to build a plagiarism checker based on the Google Scholar search engine.
The tool that I have in mind is a free web application that does not need an account, accepts as an input a pdf file and extracts the relevant information from the file, does quick cross check against all publications as well as unpublished documents available on the Internet, and returns the result as a list of related documents, similar to a ordinary key words search.
