Distinct Research questions in Phd research proposal?

I am preparing my Phd research proposal. In "Research Aims / Questions" section, I have proposed two distinct research questions which are from the same narrowed down field but divert a little bit.

Ok! Lets take an example. If one question is asking about analysis of through out of a router with some specific algorithm and the second question asks about a compression mechanism in implementation of a router not related to its through put and the algorithm specified in question no. 1. Will it work? or should I write two separate research proposals?

Any help would be appreciated.
