translate internal conference paper to english

I have a paper which is accepted in national conference paper. the language is not English. I want to translate that to English and send that to international conference but I think this is not ethical. So what is another solution?

I really want to have the English version. Am I should translate that. Is this translated paper has any value on my CV?
