Is it possible to leave current graduate school and start over in a new one?

(For unanimity, I shall refer to my current grad school as A and my target grad school as B)

I got an admission to Masters without financial assistance to grad school B in Fall 2014. At the same time I got an admission to Masters with financial assistance to grad school A in Fall 2014. I was more interested in grad school B. I sent an email to a professor the work of whom seemed interesting to me. She replied to my email. From then we have more than 30 email conversations. As of December 2014, she has not given me any surety of financial assistance. But she has told me that she has a plan for me to assign me to a new focused area. But as she has not indicated any financial assistance and as she has not clearly told me when to take me in her group, I have started my Masters in grad school A, where I got financial assistance. Also I have already deferred my admission status in grad school B to Fall 2015. Now I am currently assigned as a Research Assistant in grad school A. But the work of my advisor doesn’t seem interesting to me. That’s why I am interested to leave this school and start over my Masters in grad school B if I get any fund there. I think the Professor from grad school B will try to arrange me financial assistance in Fall 2015. Considering the circumstances that, a) I am an international student in the US, b) I am funded as Research Assistant in current school, d) I am in the first semester in the current grad school c) I have an admission recommendation in targeted school d) I may get a fund from my targeted school---can I leave my current school and start newly in my targeted school in Fall 2015? Shall I be needed to pay back any money to school A? How much can it be?

Thanks!
