How good is the mathematics department of an institute 'X" if I want to apply there for a PhD?

I checked the publications of the top 7 institutes for mathematics in my country for the period of 2004-2014 (i.e. 11 years) for the following 4 journals: 1. Annals of mathematics 2. Inventiones mathematicae 3. Acta mathematica 4. Publications mathématiques de l'IHÉS

I won't name the institutes explicitly.

The top most institute has 6 papers of that quality (4 in Inventiones, 1 in Annals and 1 in IHES) and the rest six institutes has none.

Could any person with appropriate knowledge tell me about how it compares with good institutes in US, France, UK etc? It would be helpful in applying.
