How can people with a 3 year bachelors from India apply for a MS degree in computer sciences in US universities?

Most of the US universities only accept 16 years of formal education. So do I need to get a Msc from India and then apply? Or can I get myself enrolled in a US university and then complete 16 years of study from community college etc. I have a research interest in cyber security.
