Arxiv- Article identification

Is there a file that gives an article's title, author, etc by article id? For instance, given 1411.7990 one would get "Irreducible Representations..." in a text file. Ie: Can one search the arxiv remotely? (I'm wondering what attempt have been made to organize arxiv. I don't know if this is the best place to ask such a question.)
